2026 Reports Expand Wildfire Responsibilities

Recent wind-driven firestorms in populated areas have highlighted the need for fire management and remediation techniques that require implementation by a wide range of public agencies, as well as communities and property owners. It is no longer just public agencies who defend against the loss of homes, communities are responsible for adequate structure spacing and homeowners bear responsibility for home hardening and defensible space measures.

As shown in the pie-chart, up to the year 2000, catastrophic wildfires were rare; then wildfire frequency increased through 2019, and in 2020 lightning- initiated fires burned 4 million acres across California.  And, according to CalFire, about 75% of the most destructive wildfires, measured in terms of structures lost, have been since the year 2015.

Thus, state-funded research has focused on impacts of climate change and forest-based remediation, because of the unprecedented levels of high severity fire burn in the Sierra forest habitats (estimated 43%).

However, devastating wildland fires in Southern California largely occur in chaparral and scrub habitats, which differ significantly from forest habitats.  And thesewind-driven wildfires consume urban environments, resulting in devastating losses. Scientists have long recognized the vast differences between the chaparral/scrub habitats from forest habitats and continue to advise that management techniques that work in forests do not work in chaparral/scrub ecosystems. 

ABC News reported numbers that were re-calculated one year later for the 2025 Eaton and Palisades fires - the statistics show the level of devastation was off the charts – given the 90 mph winds and up to almost 30 days to extinguish the fires. The Southern California firestorms now rank in the top five most destructive with over 31 lives lost, 16,265 structures destroyed, and 59 square miles burned.

Southern California fires repeatedly reveal that different wildfire prevention strategies are needed in chaparral/scrub habitats. The continued onslaught of destructive wildfires prompts additional research and analyses, including collaborative efforts to create more effective wildfire management policies and practices for Southern California. 

The new 2026-2030 update to the Governors’ five-year plan titled, “California’s Wildfire and Forest Resilience Action Plan,” identifies the 2026-30 challenge as defining a clear, sustainable path to resilience, building on the 2021 report which, “...aligned federal, state, local, tribal, and private efforts to confront the state’s wildfire crisis. For the first time, all key state and federal wildfire resilience programs were identified in one place, together with nearly one hundred specific actions to collectively move them forward.”

The 2026 Action Plan includes additional regional analyses for the Sierra, Central Coast and Southern California, titled “Wildfire and Landscape Resilience - Regional Overviews.” Equally important, the 2026 reports highlight the development of requirements to address structure-to-structure fires in urban environments, community-wide preparedness, and homeowner responsibilities. 

The Southern California regional analyses address unique habitat types (montane forests and chaparral ecosystems) and wildfire suppression challenges given drought and Santa Ana wind conditions in Southern California. A core issue is the frequency of wind-driven, intense chaparral fires, initiated by human activity, “...a frequency so high (approximately every 7 – 10 years) that native vegetation cannot sufficiently regenerate between fires, resulting in woody perennial shrubs being gradually replaced by ignitable non-native annual grasses. These vegetation changes increase fire frequency in wildlands and diminish their carbon storage capacity, biodiversity, and watershed functions.”

The 2026 Southern California regional analyses, advocates for fuel breaks as a way to further protect communities. And, according to the Endangered Habitats League, “Unlike in forests, where thinning of trees on a landscape scale may be beneficial, vegetation treatments in chaparral and coastal sage scrub should be limited to strategic fuel breaks for fire-fighting access, defensible space around structures, and clearing immediately along roadsides to reduce ignitions.  In this way, native plants won’t be replaced by invasive grasses that ignite easily and carry fire rapidly.” 

In June 2026, UCLA’s Sustainable LA Grand Challenge published a report from a multi-disciplinary taskforce titled, Protecting Habitat, Preventing Destructive Fire: Creating More Effective Wildland Management Policies. This holistic document also recommends interagency coordination, then analyzes the unique management approaches needed when creating policies for the chaparral ecosystem and coastal native scrub vegetation in the Santa Monica Mountains.  

The taskforce report finds that forest-based remediation may be counter-productive in the chaparral ecosystem: “Prescribed burns, excessive thinning, and fuel breaks remain common practice despite the science showing that in the chaparral and coastal shrublands of Southern California, they are not effective, and likely actually increase fire risk.”  

The UCLA report also highlights increased risks from structure-to-structure ignitions and outlines the need for community planning and permitting of new developments that emphasize home hardening, creation of defensible space and structure spacing. 

In addition to community planning and interagency cooperation, personal homeowner responsibility has come into play. Again, we can no longer rely on just Federal, State or local public agencies to defend against the loss of homes, homeowners, especially in existing neighborhoods, must accept responsibility for taking home hardening and defensible space measures. 

Note: SAFRR would add the need for community plans to provide adequate evacuation infrastructure in compliance with multiple State laws.

Multi-disciplinary Taskforce: On June 12, 2026, UCLA’s Sustainable LA Grand Challenge—in partnership with the offices of Los Angeles County Supervisor Lindsey Horvath, State Senator Ben Allen, and State Assemblymember Jacqui Irwin, and with the support of volunteers Tessa Charnofsky, Rachel Burnap, Julie Clark, and Dan Cooper—convened 30 ecologists, community leaders, and representatives from state and local fire and land management agencies, conservation organizations, and the elected offices for a workshop.
