How We Do It

SAFRR continually updates our understanding of proposed changes to State regulations and legislation, as well as local jurisdiction land use policies and municipal code, with a focus on proposals that weaken standards or approve new developments that do not meet the Minimum Fire Safe Regulations.

Analyze Data:  We use research skills to find, validate and document the facts and underlying scientific principles to understand the technical implications. Then, we analyze the consequences to first responders, public safety, and the economy. 

Build Coalitions: SAFRR networks to build relationships and trust with partners, as well as unlikely allies. We leverage each coalition member's contacts, selecting the best-positioned partner to deliver targeted messages. We collaborate to integrate strategy and frame the position most likely to prevail, even if some of SAFRRs objectives are not met.

Initiate Campaigns: We develop positions that influence legislation and land use policies to obtain additional protections for first responders and the public and support safety-focused development and evacuation policies, legislation, regulations, standards and inspection programs.

Develop a Legal Strategy: Often a credible legal threat is required to change the direction of public decision making.  Our coalitions develop legal positions, obtain standing by participating in all administrative hearings, and ensure we have the available funds to challenge an adverse policy or project in court.

Educate via Targeted Communications: We focus on building awareness among decision-makers and the public as to the societal costs of California’s heightened wildfire risks and the benefits of standards that support first responder and public safety.

Mobilize Allies to Take Action: Through meetings with and targeted letters to decision-makers and allies, our coalition clearly articulates the benefits of a position, respectfully rebuts disinformation, and continually lays out the legal risks of a proposed government action.

Engage with Decision Makers:  We educate and hold public officials accountable to the implementation requirements in the Minimum Fire Safe Road Regulations and the risks associated with development in fire-prone areas.
