Fire Safe Regulations

Updated in April, 2023, the State Minimum Fire Safe Regulations apply to the State Responsibility Area (SRA), where CalFire responds to fires, and the Local Responsibility Area (LRA), "Very High” and “High" hazard severity zones, where local fire departments are responsible for fire response.

Guidelines on how to implement the regulations were released by CalFire and the Attorney General's office.

In October, 2022, the Attorney General’s office developed guidance relative to environmental impacts titled:
Best Practices for Analyzing and Mitigating Wildfire Impacts of Development Projects under the Calif Environmental Quality Act.”

The Attorney General’s Best Practices for evacuation planning recommend that evacuation modeling and analysis consider the adequacy of emergency access, including the project’s proximity to and capacity of existing fire services:

  1. Evaluate the capacity of roadways to accommodate project and community evacuation with simultaneous emergency access.

  2. Conduct Traffic Modeling to quantify travel times under various likely scenarios.

  3. Assess the timing for evacuation (Mobilization time)

  4. Identify alternative plans for evacuation depending upon the location and dynamics of the emergency.

  5. Evaluate a project’s impact on existing evacuation plans.
