
Who We Are
SAFRR is a 501(c)(3) public benefit association dedicated to ensuring that new development in California meets the intent of the State’s Minimum Fire Safe Regulations, including implementation and enforcement of roadway infrastructure standards and other protections that provide for unimpeded access by firefighting/emergency equipment, concurrent evacuation of civilians, and unobstructed traffic circulation during ongoing wildfire emergencies.
Founded in 2021, SAFRR emerged in response to the California Board of Forestry’s review and potential weakening of the 1991 State Minimum Fire Safe Regulations. Co-founders Marylee Guinon (Northern California) and Wendy-Sue Rosen (Southern California) quickly forged a statewide alliance to mobilize allies and stop the impending amendments. Public safety protections were ultimately preserved in the revised 2023 Minimum Fire Safe Regulations.
Following its initial success, SAFRR continues to engage in fire policy, with a broad coalition of partner organizations and multiple advisory fire professionals, to ensure effective implementation of state and local fire and building codes across California.
SAFRR also monitors State and local legislation and proposed development projects for compliance with fire safe regulations and state law. In 2024, for example, SAFRR joined a coalition that successfully opposed Senate Bill 610, which would have removed all state fire hazard severity zone maps—threatening public safety.
