Kevin Barnard

SAFRR Director

SAFRR welcomed Kevin Barnard to our Executive Board in early 2026. Kevin brings an extensive and capable background in law enforcement, public safety, land use planning, and fire safety advocacy in San Diego County. He fully grasps the importance and complexity of oversight and enforcement of fire safe laws, and the dire consequences when public safety is not prioritized in new developments.

Kevin is a retired San Diego Police Detective and native San Diegan, who has lived in the unincorporated north county community of Harmony Grove since 1995. His father and brother were both career firefighters with the San Diego Fire Department.

Kevin has served on a San Diego County Planning Group where he advocated for responsible development that prioritized public safety and fit with the character of the many communities within the district. Kevin has been a member of the board of The Escondido Creek Conservancy for 20 years. The Conservancy has successfully preserved over 3,000 acres of open space in several north San Diego County communities in the past 20 years. In 2024, Kevin was elected to the Board of Directors of the Rancho Santa Fe Fire Protection District.
